Germany's 981 Hochtief and US-based 6343 Fluor have been awarded a preliminary construction contract for the Zuidasdok regeneration project in Amsterdam.

Hochtief and Fluor will each secure 42.5% of the €990 million contract while Dutch contractor 1271 Heijmans will secure 15%.

Zuidasdok - a joint project by the city of Amsterdam, ProRail and Rijkswaterstaat – will redevelopment the area around Amsterdam Zuid train and metro station, including major changes to the A10 motorway.

ProRail is a government organisation that takes care of maintenance and extensions of the national railway network infrastructure - not the metro or tram. Rijkswaterstaat is responsible for the design, construction, management and maintenance of the main infrastructure facilities in the Netherlands. This includes the main road network, the main waterway network and watersystems.

Tendering for work started in the second quarter of 2015 and all contracts are expected to be let by the middle of this year. The Heijmans, Hochtief and Fluor contract will begin in mid-2019 and includes widening the A10 Zuid motorway, of which part will be brought underground. Completion is set for 2028 and the deal includes a seven-year maintenance agreement for the tunnels.

Amsterdam is predicting a large increase in the number of rail and metro passengers, partly due to the opening of the new Noord/ Zuid metro line, according to the project website. Zuidas is a relatively small but very dynamic district. It has just 2,000 residents but they are joined by some 30,000 people who work here every day. Amsterdam Zuid station is hemmed in between the carriageways of the A10 motorway, so it is not possible to simply increase the number of tracks.

Also, an expected increase in traffic raises the prospect of significant congestion in both directions by the year 2020. “In the central zone of Zuidas, the A10 will be moved underground and will pass through tunnels. This will improve air quality and reduce traffic noise. Space will be created for residential development and Zuidas will be able to develop into a sustainable mixed-function urban district with housing, business accommodation and a high level of public amenities.”

Road work includes construction of 12 lanes in a configuration of 2-4-4-2. The eight inside lanes will have a speed limit of 100kph and each set of two outside lanes, for vehicles entering and leaving the city, will have a speed limit of 80kph. The two road tunnels of around 1km each will be between 10-15m underground.
