Over the past year, more than 171,000 drivers were fined US$92.50 each and given three points on their licence for driving whilst using mobiles. The number was up by a third on the year before and is seen as a sign that a police crackdown on the practice that began almost ten years ago is failing, with motorists adopting a complacent attitude to the law.
