A report on the Latvian state road network, Latvijas Valsts Celi (LVC), says that 25% of the country's roads are in critical condition and are practically unusable. LVC says that gradual deterioration of road condition has resulted from lack of long-term financing, and it points also to low quality standards of road construction, with many cases where damage appears before the end of a guarantee period. In those cases contractors have had to rebuild road sections.
