Development and economic growth are requirements for countries to prosper. However, the pandemic forced many road associations and governments to also consider resilience in the supply and maintenance of road infrastructure as essential to prosperity on all levels, local and national.
With this in mind, the theme of the PIARC 27th World Road Congress is “Prague 2023 – Together on the road again” and will take place in Prague, Czech Republic at the Convention Centre from 2–6 October, 2023. The 27th Congress will see a return to an in-person event.
PIARC – also known as the World Road Association - says that the theme is apt given that the pandemic kept road associations and their members and the public and private road sector in general from meeting face to face.
Road infrastructure, as a community asset, has shown itself through the years to be a powerful tool in improving the quality of life and promoting social cohesion. However, ensuring sustainability thereof requires integrated, participating and inclusive processes to achieve the desired results.
Prizes will be awarded to the best papers among individual contributions. Among the prize categories are ‘young professionals (under 35 years of age)’, ‘authors from low- and lower-middle income economies’, ‘road safety, climate change and resilience’ and also ‘road design, construction, maintenance and operation’.

PIARC, based in Paris, France, is an international forum for the discussion of all aspects of highways and road networks. It was founded in 1909, in Paris, following the first international road congress held also in Paris when it was the called in English the Permanent International Association of Road Congresses (PIARC). It formally adopted the name PIARC in 2019.
PIARC's first world road tunnel event was held in Lyon, France, in 2018.
